The director ruled that they had a no-discretion rule that if a player's cards hit the floor, the player gets an immediate penalty, in this case it was fifteen minutes. I questioned this rule, since I could see cards by complete accident hitting the floor.

I turn over A-K and he throws his cards into muck
face down and walks off.
The dealer takes his cards from the muck and turns
them over K7 and then deals a 7 on the river. Dealer
says that the hand cannot be dead when all in, but the
fact that they touched other mucked cards and he
walked off then came back when river hit. Is this
correct?
